European Institute of the Mediterranean (IEMed)

In the framework of its training programme for 2011, the IEMed offers 8 professional training grants for postgraduate students.The grants are intended to complement university studies, to improve theoretical-practical training and professional preparation.The professional training is carried out in the following IEMed areas of work:

  • Euro-Mediterranean Policies
  • Euromed Regional Programmes
  • Observatory of Euro-Mediterranean Policies
  • Arab and Mediterranean World
  • Socioeconomic Development
  • Mediterranean Cultures
  • Cultural Action
  • Communications

1. Who are the potential beneficiaries?
People who satisfy the following requisites:

  • Postgraduate students.
  • Having the nationality of one of the 43 countries of the Euro-Mediterranean area.*
  • Being under 30 when the application submission period closes.
  • Not having any illness or physical or psychical impediment that makes it impossible to fulfil the obligations as a grant holder.
  • Not having been dismissed, through a final resolution recorded in a disciplinary file, from the service of any of the public administrations.
  • Fluency in Spanish and English and/or French.
  • Not having received any other grant of a similar nature. However, current grant holders can apply for and obtain the renewal of their grant if the selection board considers it opportune.

*The Euro-Mediterranean countries are: Albania, Algeria, Austria, Belgium, Bosnia and Herzegovina, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Egypt, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Israel, Italy, Jordan, Latvia, Lebanon, Lithuania, Luxemburg, Malta, Mauritania, Monaco, Montenegro, Morocco, Netherlands, Palestine, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, Syria, Tunisia, Turkey and United Kingdom.

2. Characteristics

Grants for a maximum of 12 months.
End of professional training: 31/12/2011.
Subsidisable expenses. Maximum €1,000 gross/month.

These amounts will be subject to tax deductions.

The awarding of these grants does not imply any kind of link, either work or administrative, between the successful candidate and the IEMed, and will not result in their inclusion in the Social Security system.

3. Application

Application model
The deadline for submission of applications is 29th December 2010.
Presentation of the application: It must be presented at the IEMed General Registry.

Applications can also be presented:

  • At the registries of the administrative bodies concerned.
  • At the registries of any administrative body which belongs to the General State Administration, any Administration of the autonomous communities, or that of the bodies that make up the local Administration if, in this last case, the appropriate agreement has been signed.
  • At a post office, following procedures established by the regulations.
  • The diplomatic representations or Spanish consular offices abroad.
  • Any other place established in the prevailing provisions.

4. Documentation

Resolució of the call for grant applications published in the Official Journal of the Government of Catalonia. It includes the rules governing the awarding of grants.

Documentation necessary for awarding of grants:

  • Signed copy of the application form.
  • Recent passport-type photograph with name and surname(s) on the back.
  • Photocopy of ID or passport.
  • A note of a minimum of two pages and maximum of five, explaining the professional reasons, in accordance with your knowledge, skills and interests, for requesting a training grant. If the note is not submitted within the submission period, the application will be excluded from the call.
  • Curriculum, accompanied by as many supporting documents as the applicant considers opportune. The supporting documents can be requested later.
  • Original or certified photocopy of university qualification or equivalent document of the academic record provided by the centre or institution where the candidate has undertaken studies.
  • Certificate of the academic record or a copy of the academic record validated by the corresponding university indicating, in both cases, the grades achieved.
  • Original or certified photocopy of the certificate/s accrediting the level of knowledge of English, French, Spanish and Catalan.
  • Sworn statement of not having been dismissed, through a final resolution recorded in a disciplinary file, from the service of any of the public administrations.
  • Sworn statement of not having received a grant of similar characteristics.
  • Reference letter, dated within the last year, attesting to the suitability of the applicant to obtain one of the cooperation grants object of this call.

5. Procedures: Step by Step

  1. Download the application document, and complete the form. Present the application form duly signed with the required attached documentation before the submission deadline, at the headquarters of the IEMed: carrer Girona, no. 20 – C.P. 08010 Barcelona.
  2.  Registration of the documentation is an indispensable requisite. To this end, consult the timetable of the registry.
  3. Any alteration to the application presented must be first notified to the IEMed.
  4.  Additional support is available through the email infobeques@iemed.org  
  5. The selection board revises the record and prepares and publishes the list of candidatures admitted on the IEMed notice board and website and, if the application is incomplete, requests the missing documentation giving a period of 10 days to submit it.
  6. Once the record has been revised, the selection board jointly evaluates all the applications submitted in order of receipt and proposes to the resolutory body its resolution on awarding or denying the grant.
  7. The provisional resolution proposal is notified through publication on the IEMed notice board and the Institute website http://www.iemed.org.  
  8.  A period of 10 days is established to submit appeals against the provisional resolution proposal.
  9. After these 10 days, the definitive resolution proposal is notified through the publication on the IEMed notice board and the Institute website.
  10. Once the awarding of the grant has been announced, there is a maximum of three days to notify express acceptance by email (infobeques@iemed.org)  or fax (+34 932 470 165) for the attention of the Director General of the IEMed.
  11. The IEMed revises the record and, if it is incomplete, requests the missing documentation giving a period of 10 days to submit it.
  12. In the maximum period of one month from the day following the notification of the awarding of the grant, the successful candidates are called upon to formalise their acceptance through the signing of a cooperation document between the IEMed and the grant holder in which they commit to fulfil the general conditions established in these rules and also the specific conditions included in the aforementioned document. If this step is not formalised, it is understood that the successful candidate has refused the grant.
  13. At the moment of signing, the successful candidates must submit the following complementary documentation:
    - Accident and illness insurance for the period of the grant.
    - Bank account details, duly completed, in accordance with model proposed.
    - Where necessary, a tax compliance certificate, in accordance with what is established in Article 22 of Royal Decree 887/2006 of 21st July approving the Regulation of the General Subsidy Law.
  14. Once the record is complete, if the IEMed proposes any modification to the amount granted, the beneficiary will be informed. A period of 10 days is established for appeals.
  15.  Each grant amounts to one thousand euros gross per month payable by bank transfer within the following month, in accordance with the data provided by the grant holder with the corresponding legal deductions. The maximum amount is twelve thousand euros per year per grant.
