Eric Bleumink Fund students
for a Master’s or equivalent programme at the University of Groningen or an university in the developing country or one of its neighbouring countries (provided that part of the study programme takes place at the RUG). 

Undergraduate, Bachelor's degree in all fields of study

Eligible candidates: Promising students from developing countries. Croatia is included.

  • have a good command of the English language.
  • be in good health, so that health insurance in the Netherlands can be arranged.
  • be available for the whole period of the fellowship and be able to take part in the entire study programme.
  • have no other means of financing the study.
  • their education should strengthen the academic capacity question.

Grant information

Value and purpose of grant :

  • The journeys to the Netherlands and back home are included in the scholarship grant. The travel costs include the flights between Amsterdam and the airport nearest to the fellowship holder’s (scholarship student’s) residence. It includes travel insurance and airport taxes. The maximum fare is that of the economy class. Additional expenses such as excess luggage are not covered.
  • The allowances mentioned are the allowances for the Netherlands; the amounts will change when the student or researcher is studying or working in another country.

Holders are entitled to the following allowances:

  • A living allowance of Euro 735 per month for food and accommodation. In the case of a short stay in the Netherlands, the University of Groningen will make lodging arrangements for this period.The costs of the rent, amounting to Euro 280, will be deducted from the living allowance. In that case, Euro 455 is left over for the monthly allowance.
  • A settling allowance of Euro 170 for extra expenses when arriving in the Netherlands. This lump sum is paid along with the first monthly allowance.
  • A travel allowance of Euro 90 for the journey from Amsterdam Airport (Schiphol) to Groningen and back at the end of the stay. This lump sum is paid along with the first monthly allowance.
  • A study allowance of Euro 55 per month for books and other study material.
  • A visa allowance of Euro 105 for the costs at the Netherlands Embassy and the Alien Department of the police in the Netherlands.
  • To assist holders in sending back study material, an allowance of Euro 140, equal to the KLM airline company tariff for 10 kg unaccompanied luggage, will be paid at the end of the scholarship.
  • Occasional travel in the Netherlands in connection with the course or research will be refunded. Such travel has to be approved by the supervisor of the study programme.
  • In the case of excursions or field trips, extra expenses will be paid over and above the cost of the regular accommodation if these trips involve at least one overnight stay.
  • Allowances are paid in a monthly advance at the beginning of the month.
  • The allowance is paid for the duration of the fellowship, starting on the day of arrival in the Netherlands. The day of arrival should be not more than 1 week before the start of the programme concerned. The allowance is paid until the holder’s day of departure from the Netherlands, which should be no later than 5 days after the end of the programme concerned.
  • A living allowance of Euro 735 per month for food and accommodation. In the case of a short stay in the Netherlands, the University of Groningen will make lodging arrangements for this period.The costs of the rent, amounting to Euro 280, will be deducted from the living allowance. In that case, Euro 455 is left over for the monthly allowance.

Closing date : Applications must be received by the Master’s programme in question by the beginning of February, if the student wishes to be considered for a grant from the EBF for the following academic year, starting in September.

Grant award period : a maximum of two years. There are also grants for a brief stay in Groningen.

Application procedure

Co-ordinator or the Director of Studies of the Master’s Programme in which the candidate wishes to participate.

The criteria for approval cover the following topics.

  1. Academic excellence. This is shown by the academic performance of the students and may be confirmed by letters of recommendation from university professors. 
  2. The contribution of the candidate’s education in terms of strengthening the scientific capacity in the domestic development country.
  3. The perspectives of contribution to a long-term linkage between the university in the developing country and the University of Groningen. 
  4. A proper balance between male and female candidates. 
  5. Spreading over various disciplines (faculties).
  6. Regional spreading over various continents.

If several students from developing countries apply for admission to a Master’s programme, and all satisfy the admission criteria of the programme in question and wish to be considered for a scholarship from the EBF, the Co-ordinator or the Director of Studies of the programme in question will compile a document containing the names of, at the most, the two people who are the main candidates for a scholarship from the EBF, with a motivation for their choice. The EFB must receive this document prior to 31 March.The EBF will make a choice based on the criteria of the EBF, in which all the nominated candidates of all Masters programmes will be reviewed.The decision about approval or rejection of the scholarship applications is taken by the Board in the month of April preceding the start of the programme. The chosen candidates are then subsequently informed of this decision by the EBF.
