Call for Pre-Applications
Academic Year 2011 - 2012

Candidates are invited to submit their Pre-Application for admission to the PhD Program in Public Economics offered by the DEFAP, the Graduate School in Public Economics of Università Cattolica del Sacro Cuore and Università di Milano-Bicocca. The duration of the PhD Program is three years.

Selection Procedure
The selection procedure for admission to the Program, aiming to ascertain candidates’ knowledge, ability and aptitude for scientific research in subjects related to the School, is based on academic merits. No more than 17 candidates are admitted to the Program.
Nine scholarships are assigned on academic merits to the candidates admitted to the Program. Each scholarship is for about € 13.600 gross per year. The study grant can be increased by 50% per month (for a maximum of eighteen months) for time spent by the student at one of the partner institutions abroad.

The selection procedure has two stages
Stage 1
- candidates can apply to Stage 1 by filling in the Pre-Application form (see below).

Candidates applying in Stage 1 will receive a preview as to whether they are eligible to admission to the Program. Eligible candidates will be encouraged to re-present their applications when Stage 2 opens– the official Call for Applications (Bando di Concorso) – which will appear in the Italian Official Journal (Gazzetta Ufficiale) in summer 2011. A candidate will be considered eligible if s/he is deemed to have the necessary qualifications and capabilities to enrol on the Program. Whether s/he will effectively be admitted will depend on her/his ranking relative to the other candidates.
There is no application fee at this stage.

All Pre-Applications received by May 31 will be reviewed.

Candidates will be notified of the outcome by e-mail by June 15 at the latest; each candidate will be informed of her/his position in the ranking of eligible candidates.

Stage 2 – the official Call for Applications (Bando di Concorso) will be published in the Italian Official Journal (Gazzetta Ufficiale) in summer 2011 and also posted on the University’s and on the PhD Program’s websites. Candidates who have been considered eligible in Stage 1 successfully will be invited by e-mail to submit a new application form, while they will exonerated from submitting copy of the documentation required in the section Qualifications and Documents of Call of Applications.

The Selection Committee will rank on academic merits candidates admissible to the Program. Candidates who had also participated at the Pre-Application stage and been declared eligible can be sure to be included in this list of admissible candidates.
Candidates will be required to pay an application processing fee of €60. Details of payment will be available in the Call for Applications. All candidates will be notified by e-mail of the definitive admission decision of the Selection Committee.

Pre-application requirements
Pre-Applications will be accepted from candidates of all ages and nationalities who hold:

  • an Italian Degree (Diploma di laurea quadriennale, laurea specialistica, laurea magistrale) or a degree obtained according to the regulations existent before the implementation of the Ministerial Decree of 3 November, 1999, n. 509 and its subsequent amendments and supplements;
  • a foreign academic qualification previously recognized as equivalent by academic authorities, or recognised in accordance with inter-university agreements of co-operation and mobility.
  • a foreign academic qualification which has not yet been declared equivalent to an Italian degree, provided the candidate includes the documents necessary for to reach a decision regarding recognition of equivalency, for purposes of admission to the research doctorate programme only.

Pre-Applications may also be submitted by candidates of all nationalities who have not yet graduated but who will hold a valid academic qualification by the matriculation deadline (November 2011). In this case, admission to the program will be conditional upon the candidates submitting valid certification (according to d.p.r of 28.12.2000, no. 445) of a diploma di laurea or foreign academic qualification. Should this not occur, their application will be automatically withdrawn.

Qualifications and Documents Needed
The following documents must be included when submitting the completed pre-application form (see below) to the PhD Program in Stage 1:

  • an up-to-date CV/résumé;
  • for graduates, a certificate of an Italian diploma di laurea quadriennale or magistrale or a foreign academic qualification from a foreign university with the relative transcript which must include the final overall grade as well as the courses attended with their related grades;
  • if qualification is pending, a certificate of enrolment to one of the above-mentioned Italian degree programs or to a foreign academic program with the relative transcript which includes courses attended and grades received
  • certification of further qualifications, such as a Master degree and other post-graduate courses from Italian or foreign institutions with transcripts of courses attended and grades received;
  • a photocopy of all qualifications and relative transcripts;
  • two confidential letters of reference written by members of university academic staff; these letters, in sealed envelopes signed by the senders, must be enclosed with the pre -application
  • any publication the candidate wishes to submit to the selection committee;
  • GMAT or GRE - taken not before 1st of January 2010;
  • one of the following qualification, certifying the candidate’s knowledge of English taken not before 1st of January 2010: FCE; CAE; CPE; BEC; BRITISH CHAMBER of COMMERCE; TRINITY COLLEGE;TOEFL;IELTS.
  • Statement of purpose: The candidate should describe (in English) his/her professional goals and research interests, as well as providing any information useful to evaluate him/her (but not implied by the other attached documents) using no more than 15.000 characters, spaces included;

Applicant must communicate his/her skype contact and phone number for allowing the selection committee to contact her/him for a selection telephone interview, if deemed necessary.

The Università Cattolica del Sacro Cuore does not assume any responsibility in the case of loss of documents due to incorrect or incomplete handling by candidates or a mailing delay.
