Application Guidelines for 2006-2007 Academic YearProgram Overview

The Open Society Institute announces the sixth year of Roma Memorial University Scholarship Program for eligible Romani students at the university level. The funds for the first two years of this program came from gold looted by the Nazis during the II World War and held by the Allied Forces. Part of these funds controlled by the U.S. government was allocated to this program. The Open Society Institute with grants from the C.S. Mott Foundation and the German Remembrance, Responsibility and Future Foundation was the main financial source of the program for its 3rd, 4th and 5th year of existence. Starting with the sixth year, the financial support will come principally from Open Society Institute.

Eligibility Criteria for New Applicants
Roma who are eligible for RMUSP scholarships will:
(a) have been accepted at a recognized university in their home country or country of residence as a first year, full time student in the fall of 2006, or
(b) already be enrolled full time at such a university in the second or higher year of studies, or
(c) be former Roma Memorial University Scholarship holders who are eligible for renewal.

Priority will be given to applicants who study one of the following subjects: law, public administration journalism, political science, sociology, economics and history.

The eligible Applicants must come from Bulgaria, Czech Republic, Croatia, Hungary, Macedonia, Romania, Slovakia, Serbia-Montenegro and Turkey.

Please note that within this grouping, priority will be given to countries where other major scholarship programs for Roma do not exist.

Scholarship winners must:
a) acknowledge being Roma and demonstrate interest in Roma issues by actively participating in Roma related projects;
b) provide evidence of acceptance in full time university studies within a recognized university in their own country by presentation of an original university enrollment certificate;
c) provide an official transcript of the university grades for the academic year 2004-2005 (if applicable);

Roma Memorial University Scholarship Awards
Scholarships normally will cover tuition, textbooks, exam fees and partially living expenses. Scholarships may be renewed subject to successful completion of the prior academic year. Annual awards are expected to be $1000.

Application Process and Timeframe
In order to be considered for scholarship in the academic year 2006 – 2007 you will have to comply with three mandatory stages of the application process:

(i) The DEADLINE for sending the completed Application Form, Grade Transcript, Recommendation Letter/s and a copy of your ID or passport is June 15th 2006;
(ii) The Orientation Meeting is in September- October 2006.
(iii) The DEADLINE for sending the original Enrollment and Tuition Fee Certificates and is October 31st, 2006.

All deadlines above are the last day when your documents can be postmarked. The documents postmarked after the deadline will NOT be considered

Stage One (i) - Application Form must contain:
• full family and first name, mailing address, country of residence, city, e-mail (if available) and telephone number (please insert the country and local codes!); the address must be valid for summer months and academic year period;
• full name of University/Institute, name of the Department and specialization, year of study and anticipated year of graduation;
• outline of the budget requested for one academic year;
• acknowledgement of being Roma and interest in Roma issues. Description of participation in Roma activities;
• description of academic accomplishments and achievements of the passed academic year, short and long term professional goals.

In the Application Form, please also agree for your name and other identifying data to be made public for the purposes of Program networking and information exchange.

- Recommendation Letter/s must:
• be written by your University Professor or an NGO leader or counterpart who is familiar with your Roma related activities ; If you do not yet study at the University, the Recommendation Letter can be written by your school teacher;
• not be written by a relative or a personal friend;
• not be written by a person who applied for, or is currently receiving RMUSP scholarship!

- Grade transcript
• original Academic Grade Transcript of the completed 2004-2005 academic year at the University/Institute. (If the Applicant does not yet study at the University level we do not require grade transcript.)

- ID or Passport
• photocopy of the national ID or international passport

Stage Two (ii) – Orientation Meeting
The applicants will be invited to participate in the Program’s Orientation Meeting. During the meeting applicants will receive detailed information regarding the roles and responsibilities of RMUSP and Applicants. This session will take place in your own country in September - October 2006. You will be notified about the details and location of this meeting in a letter.
! Participation in the Orientation Session conducted by RMUSP is a Program requirement. The applicants who do not attend the Orientation session will NOT be eligible for the scholarship!

Stage Three (iii) - The applicants must send:
• original Enrollment Certificate from the University in the country of one’s residence showing that the applicant is enrolled for the academic year 2006-2007;
• original Tuition Fee Certificate indicating cost of tuition for the academic year 2006-2007 (if applicable);

Please note, that according to the requirements of RMUSP Program Policies and Procedures the applicants found responsible for sending forged document shall not be further considered for any OSI programs.

The Applicants who receive the academic scholarship from other organization for the academic year 2006-2007, will not be eligible for the RMUSP scholarship.
